According to state of Wisconsin statutes, international students are classified as "out-of-state students" or as "non-residents" of the state of Wisconsin for tuition and enrollment purposes.
Madison College must admit qualified applicants in the following order:
1. District (local) residents;
2. Non-district, but in-state residents; and
3. Out-of-state residents.
For high demand programs, out-of-state residents are not permitted to be added to lists of qualified applicants waiting for program admission.
