Smartphone Procedures

  1. Madison Area Technical College recognizes the benefit from the use of wireless communication devices by certain district employees in the performance of their duties. Rather than provide a college-owned Smartphone to such employees, those requiring a Smartphone will receive a monthly stipend in their paycheck to assist in offsetting the expense of a personal Smartphone.
  2. Whether or not an employee receives a monthly stipend for Smartphone service will be determined by their Madison Area Technical College Vice President or Executive Dean. The monthly stipend, set by the Madison College Executive Team, is $100.
  3. The Smartphone, and any accessories, will be their personal property, billed to their home address and the employee will be responsible for the monthly bills.
  4. Employees wishing to receive a monthly stipend must agree to the following obligations: employee must be reachable before, during and after normal business hours
    1. employee must purchase a wireless telephone that is listed on the Madison Area Technical College supportable, Smartphone list
    2. employee must purchase nationwide email and messaging plan
    3. employee must purchase a monthly warranty plan
    4. employee agrees to update their cell phone no less than every two years
    5. These terms cannot override any union contract
  5. Employees wishing to receive a monthly stipend must submit a Smartphone Authorization Form to their supervisor stating the need for a Smartphone. If the supervisor agrees, the request is then forwarded to the divisional Vice President for final approval. Once final approval is obtained, employee may purchase a Smartphone from the provider of their choice.
  6. After an employee purchases their Smartphone they must send a copy of all receipts and purchase documentation (for proof of purchase) along with the VP approved Smartphone authorization to the Madison Area Technical College Payroll Department.
  7. Exceptions to this policy may be granted by a Madison Area Technical College Vice President when, for security purposes, it is necessary that Madison Area Technical College purchase a Smartphone and a Smartphone service plan for an employee.
  8. The monthly stipend will continue until such time as the Madison College Executive Team initiates an action to discontinue the allowance or the employee’s employment with the District is terminated.
